Alistair Millar Named New President of the Fourth Freedom Forum

David Cortright becomes Chair of the Forum Board of Directors

    Alistair Millar has been promoted to the office of president of the Fourth Freedom Forum, a Goshen, Indiana based research organization that consults with international agencies and governments in the areas of sanctions, counterterrorism, and nuclear nonproliferation. Millar, who formerly served as the Forum’s vice president, will continue to work from the organization’s Washington, D.C., office and will be assisted in Goshen by the Forum’s director of programs, Linda Gerber-Stellingwerf.

    David Cortright has stepped down from his position as president of the Forum to become its chair of the Board of directors. Cortright, who has held the position of president since 1992, has also accepted the position of director of Policy Studies at Notre Dame’s Kroc Institute for International Peace Studies.

    In addition to his position at the Forum, Millar teaches graduate level courses on counterterrorism and U.S. foreign policy at The Johns Hopkins University, The George Washington University and lectures at the Department of Homeland Security's Center of Excellence on the Study of Terrorism and Responses to Terrorism at the University of Maryland. He has written numerous chapters, articles, and reports on international counterterrorism efforts, sanctions regimes, and nonproliferation. He is coauthor, with Eric Rosand, of Allied against Terrorism: What's Needed to Strengthen Worldwide Commitment (Century Foundation 2006) and editor of Tactical Nuclear Weapons: Emergent Threats in an Evolving Security Environment (Brassey's 2003). His opinion editorials and articles have appeared in publications and periodicals including the Los Angeles Times, the Baltimore Sun, Defense News, and The Journal of International Affairs.

    “Under David Cortright’s leadership over the past seventeen years, the Forum has grown from a local organization to a renowned research institution that interacts with experts and helps to shape policy for officials all over the world,” Millar said. “We are now poised to build upon that work and strengthen our ties with the Kroc Institute.“

    In his new position at Kroc, Cortright will work to raise the visibility and strengthen the impact of the policy-relevant research of Kroc faculty and fellows among key decision makers in government, the United Nations, and other national and international policy-making bodies. Cortright will continue to teach his Notre Dame classes in peace studies and nonviolent social change for undergraduate and graduate students, and as chair of the Board of the Forum, he will continue to work closely with the Forum staff on policy consultation and research.
